Administrator gets full Executive Powers over Oudtshoorn Municipality

odn admin smallOudtshoorn, 01 October 2015 – The administrator, Mr. Kam Chetty who was appointed to intervene in the Oudtshoorn Municipality in terms of Section 139(1)(b) of the constitution has on Thursday, 1 October 2015 officially informed councillors and administration about his new executive authority over the Council.

Addressing the councillors in a meeting he called as Administrator, Mr. Chetty said: “We have no Executive Mayor, Executive Deputy Mayor and or Speaker – all councillors are equal. I shall exercise and perform all the executive functions of the Municipal Council.”

All councillors shall retain their membership to the Municipal Council and their salaries as part-time councillors.

“All Accounting Officer responsibilities shall vest in the Administrator until such time that an Acting Municipal Manager is appointed after consultation with the National and the Provincial Ministers.” This comes after the Western Cape Provincial Government notified the Oudtshoorn Municipality about the amendment made to the intervention which became effective on 28 September 2015.

Freedom of the City Parade Postponed

mun logoAn urgent notice is hereby given that the Freedom of the City Parade that was scheduled for Thursday, 1 October 2015 has been postponed till further notice, due to weather conditions. Notice 132 of 2015 published in local newspapers on 17 & 18 September 2015 is consequently withdrawn. All streets and roads that would have been affected by the Freedom of the City Parade are now open for public use and traffic.

The South African National Defence Force (SANDF): Infantry School, the Oudtshoorn Municipality and all other role players extend their sincere apology for any inconvenience that may have been caused by the postponement of the Freedom of the City Parade.

Unbanked Cash found in Municipal Offices Prompts an Investigation

unbanked cash smallOudtshoorn, 16 September 2015 – The Oudtshoorn Municipality is initiating an investigation after an amount of R 12 950-00 cashed in August 2014 from admission of guilt fines was found kept in a safe at the Municipal traffic department.

The cash comprises daily summaries received on 8, 11, 12, 13, 14, 15 and 18 August 2014 that was supposed to have been banked by Municipal officials from the traffic department. A local locksmith who opened one the two safes whose locks were to be changed found the cash and informed a municipal official who then informed management about the cash found. The cash was neatly wrapped with its daily received cash summary sheets for the seven days.

The Executive Mayor, Aldm Wessie van der Westhuizen in his reaction to the incident issued an instruction that the acting municipal manager must immediately institute an investigation into the matter.
